Refractories—used in kilns, blast furnaces, glass tanks, and incinerators—may not seem like high-risk products at first glance. But due to their material composition (e.g., high-purity alumina, magnesia-carbon, zircon), global movement of refractory goods is heavily regulated. For procurement and logistics leads, staying on top of import/export compliance is both a legal requirement and a way to prevent costly disruptions.

Here are six checklists every executive should implement across their refractory supply chain.

1. Export Classification and ECCN Verification

If you’re shipping U.S.-origin refractory products (or sourcing components like zirconia coatings or thermal insulation fibers), you must verify if they fall under the Export Administration Regulations (EAR).

Confirm ECCNs (Export Control Classification Numbers) for each SKU

Understand dual-use classifications—some refractory coatings qualify due to aerospace or defense applications

Maintain records of self-classification or BIS rulings

2. Country-Specific Licensing Requirements

Some countries require pre-shipment approval or specific end-use declarations:

India and the Middle East: May require Bureau of Indian Standards (BIS) or CE markings

China: Importing high-grade refractories can trigger automatic inspections

EU: Environmental compliance and REACH regulations apply to bonded materials with chemical additives

Tip: Always confirm if your material is controlled by quantity, weight, or chemical formula thresholds.

3. Certificate of Origin (COO) Accuracy

Refractories often include raw materials from multiple origins, even when processed in a single location. For instance, fused magnesia might be mined in China but processed in Mexico.

Always determine COO based on substantial transformation

Validate documents match the origin rules of relevant FTAs (e.g., USMCA, EU-Vietnam FTA)

Use digital certificate systems to avoid misfiling

4. SDS and Labeling Standards

Safety Data Sheets (SDS) are mandatory for any silica-containing or hazardous chemical-bonded products (e.g., phosphate-bonded plastics, resin binders). Check for:

Local language requirements at destination country

GHS compliance (Globally Harmonized System)

Packaging labels that meet IMO/IMDG codes for maritime freight

5. Customs Broker Engagement and Audit Prep

Choose brokers experienced with high-temperature materials, particularly those familiar with Chapter 69 of the HTS (ceramic goods) and Chapter 68 (stone, plaster, cement products).

Run quarterly audits of entry summaries (CBP Form 7501)

Match declared weights, HTS codes, and tariff rates against shipment records

Document all entries in an auditable format for 5-year retention

6. End-User and End-Use Screening

Ensure you’re not unknowingly supplying restricted entities or applications.

Screen customers against the U.S. Denied Persons List, Entity List, and OFAC SDN list

Require end-user statements for high-grade or defense-adjacent applications

Watch for red flags like transshipment through third-party ports (especially for high-value castables)
